The Festival Grounds are the ninth Tier in Make a Good Mega Man Level 2. The main grounds of the festival, it is a grassy area decorated with signs and stands, as well as balloons that have to be popped for a challenge. It is located in the main hub, accessed by either going left at Dr. Light's Lab or right past the Pit of Pits. It also contains the entrance to Tier 10 and the highest-ranking levels.

This tier contains the levels ranked 18th to 11th, and the tier boss is Butter Nezumi from the Mega Man-esque game Nezumiman.

Cirno

Only appears after beating Misty Lake.

Normal dialogue: "Oh, hey there! Don't tell me you don't remember me. I'm Cirno! We sparred back at that simulation in the lake. I'm taking a break with Marisa right now, though. We want to see the rest of the festival too, after all! Huh? You want to talk with her too? Heh, you'll have to be really strong to meet her! And everyone knows I'm the strongest! In fact, I bet you can't beat me using just that buster of yours! Let's have a rematch at the Misty Lake! I'll be waiting for you!"
If the Marisa costume is unlocked: "Wha?! You... you actually beat me without using any special weapons? Tch... I thought only Reimu could pull that off... Still, I won't turn down another challenge from you! Any time you want to go another round, I'll see you at the lake!"
When wearing the Marisa costume: "Hey, Marisa. Going to raid the Scarlet Devil Mansion's library again? Don't come running to me if that angry maid comes after you again!"

Marisa

Only appears after beating Cirno using just the buster. Doesn't appear while wearing the Marisa costume, of course.

"Oh, hey there! You beat Cirno pretty bad, huh? ...Hm? What? If you're missing anything, I'm not responsible. Besides, even if I was, I'd only be borrowing it... For an indeterminate amount of time, of course."

Proto Man

Only appears after collecting at least 70 Nobel Nickels. Doesn't appear in Co-Op Mode or Proto Man Mode, nor when wearing the Proto Man or Break Man costumes.

Normal dialogue: "Hi, brother. Do you remember coming to this cliff when we were kids? I don't. Oh yeah, I never had a childhood. Just gotta whistle away them blues... Nah, just kiddin' ya, no hard feelings. Seriously, don't I look cool standing here, though? Aww, yeah. Hey, if you see our sister, tell her to come my way."
If wearing the Roll costume: "Hi, sister. I've been meaning to say something. Well, uh. You've got some nice yellow hair. I can really admire that. What do you think of my scarf? It's actually made of a complicated network of gears so that it looks like it blows in the wind, even if there isn't any wind. What do you think of that? Does your hair have a complicated network of gears? I didn't think so. I bet it doesn't even blow in the wind. Say hi to Dr. Light for me. Actually, nevermind, don't. Say hi to Rock though, he's pretty chill."
If wearing any other costume: "I'm afraid we've never really met."
If more than 200 Nobel Nickels have been collected: "Thanks, Mega Man, for all your hard work. You really light up the night."

"Ah, hello you all. Unfortunately, it seems that this simulation is a bit sensitive and won't be able to handle more than one of you at a time. So I've shut it down temporarily. Feel free to return when there is just one of you."

NOTE: His dialogue has minor changes depending on how many players are present. Instead of addressing you as "you all", he may say "you two", "you three", or "you four".

Blizzard Man

"W-wha? Sunny skies? 60 percent humidity?! 70 degrees Fahrenheit?!? HOW AM I SUPPOSED TO GO SKIING IN THIS WEATHER?!?!? THIS IS AN OUTRAGE!!!!!"

Dyna Man

"Hey! Just so you know, you're going to enter Tier 9 if you continue to the left. If you just came from Light's lab and don't want spoilers, Tiers 1 through 8 are to the right. If you want to access the Tier 10 levels, press Up in front of this rainbow!"

Secrets

Hey

Volt Man is hidden on the top left corner of the tier. To access him, you must use the Rush Jet or Super Arrow from the platform with Butter Nezumi's teleporter.

Trivia

• The Tier 9 hub is one of three hubs (alongside Tier 1 and Tier 4's hubs) that is capable of killing Mega Man. If he stands underneath the Sparkman Platform, he will be crushed to death.
• Tier 9 is the first tier where every stage has a Noble Nickel.
• Tier 9 contains the highest-ranked level to feature a skip teleporter, Sector Upsilon 6. The next lower one is Poorly Named Level in Tier 4.
• Dr. Cossack can be found blocking access to Rad Gravity when the game is played with two players or more, stating that the simulation is, "a bit sensitive and could not handle more than one person at once", due to the gimmick of the stage.
