The Festival Grounds are the ninth Tier in Make a Good Mega Man Level 2. The main grounds of the festival, it is a grassy area decorated with signs and stands, as well as balloons that have to be popped for a challenge. It is located in the main hub, accessed by either going left at Dr. Light's Lab or right past the Pit of Pits. It also contains the entrance to Tier 10 and the highest-ranking levels.
This tier contains the levels ranked 18th to 11th, and the tier boss is Butter Nezumi from the Mega Man-esque game Nezumiman.

Secrets
Volt Man is hidden on the top left corner of the tier. To access him, you must use the Rush Jet or Super Arrow from the platform with Butter Nezumi's teleporter.
Trivia
- The Tier 9 hub is one of three hubs (alongside Tier 1 and Tier 4's hubs) that is capable of killing Mega Man. If he stands underneath the Sparkman Platform, he will be crushed to death.
- Tier 9 is the first tier where every stage has a Noble Nickel.
- Tier 9 contains the highest-ranked level to feature a skip teleporter, Sector Upsilon 6. The next lower one is Poorly Named Level in Tier 4.
- Dr. Cossack can be found blocking access to Rad Gravity when the game is played with two players or more, stating that the simulation is, "a bit sensitive and could not handle more than one person at once", due to the gimmick of the stage.
