Bubble Man is a boss from Mega Man 2. In his second world domination plot, Dr. Wily created him as the world's first humanoid robot capable of underwater combat. Though he excels in this capacity, his ability to move on land leaves much to be desired, as he can only move by jumping.
In Make a Good Mega Man Level he appears as an NPC, standing near the ladder that leads to Tier 4. In Make a Good Mega Man Level 2, he appears as an NPC in Tier 6. He (or at least a version of him) also appears as a boss in the Wily Star II level Water Ducts, under the name Mecha Bubble Man, sporting a blue color-scheme and piloting a Ride Armor.
Bubble Man was added as a premade boss with the release of the Megamix Engine, and was subsequently made a devkit boss in Make a Good Mega Man Level 3 and Make a Good 48 Hour Mega Man Level. Battle
