Bubble Man is a boss from Mega Man 2. In his second world domination plot, Dr. Wily created him as the world's first humanoid robot capable of underwater combat. Though he excels in this capacity, his ability to move on land leaves much to be desired, as he can only move by jumping.
In Make a Good Mega Man Level he appears as an NPC, standing near the ladder that leads to Tier 4. In Make a Good Mega Man Level 2, he appears as an NPC in Tier 6. He (or at least a version of him) also appears as a boss in the Wily Star II level Water Ducts, under the name Mecha Bubble Man, sporting a blue color-scheme and piloting a Ride Armor.
Bubble Man was added as a premade boss with the release of the Megamix Engine, and was subsequently made a devkit boss in Make a Good Mega Man Level 3 and Make a Good 48 Hour Mega Man Level. Before either game was released, Bubble Man made his MaGMML series boss debut in Make a Good Mega Man Level: Episode Zero as part of Mega Man 2 NETA, an 8-on-1 boss battle in Null and Void.

Battle
Bubble Man will start the battle by shooting up to three bouncing bubbles. He will then swim/fly to Mega Man's position while floating upwards and firing small projectiles. He will stop firing projectiles once he reaches Mega Man's position, and he will float down after he's floated up to a certain height. Once he reaches the ground again, he will repeat the pattern.
Bubble Man can be fought in non-aquatic arenas unlike his battles in the source games, in which case he uses a jetpack that shoots water to move around. His projectiles also lose their bubble trail effect when out of water.

- Bubble Man's sprites for when he's using his water jetpack are internally called "BubbleFLUDD", likely as a reference to F.L.U.D.D. from Super Mario Sunshine.
