The Old Wily Fortress is the first Tier in Make a Good Mega Man Level 3. A defective robot factory once used by Dr. Wily between his first and second world domination plots, it has long since been abandoned and fallen into disrepair, becoming rusted over and pelted by acid rain. Several failed Robot Master prototypes lie deep inside, inactive but covered with old notes from Dr. Wily.
This tier has the levels ranked from 175th to 166th. To unlock the Tier Boss, at least 7 Energy Elements from the tier's simulations are required. After obtaining the Tier Rank, a teleporter appears outside near the start of the tier, and will take Mega Man to a random area within the fortress itself.

Hidden Plushie
At the end of the underground drainage tunnel leading back to the start of the tier is a hidden slide passage, leading to a small cavern. Inside is a Chozo Statue from the Metroid series (albeit with a Peng for a head), holding a plushie capsule the same way it holds Item Spheres in the Metroid series.
Toad Dummy
After initiating the Toad Dummy sidequest, Tier 1's Toad Dummy can be found halfway through the drainage tunnel, out in the open. It is out in the open, and is most vulnerable to Electro Cable, Break Dash, and Bait Bobber.

- Tier 1's music is a medley of various Wily stage themes from the series; in order, it incorporates Wily 1 from the original Mega Man, Wily 1 from Mega Man 4, the Wily stage theme from Mega Man 5, and Wily 2 from Mega Man 4.
- The Robot Master prototypes are all based on real rejected boss concepts from Mega Man 2.
- The Shrine of Nebula sublevel "Restored Beta" depicts a version of Tier 1 that hasn't fallen into decay, and recreates the first half of the tier for its first few screens.
