Doctor Reginald Regal

Doctor Reginald Regal is a major antagonist from the Mega Man Battle Network sub-series, and appears in Make a Good Mega Man Level 3 as the primary antagonist. In his home games, Dr. Regal is the son of Dr. Wily and the leader of the cyber-terrorist organization Nebula, with ambitions to create a world where humanity fully embraces evil. His appearance in the MaGMML series keeps much of this motivation intact, but gives Dr. Regal a much more comedic and inept persona.

Make a Good Mega Man Level 2
Dr. Regal is retroactively revealed to be the person behind the events of MaGMML 2, having stolen the Reality Core from Dr. Wily after the events of Make a Good Mega Man Level: Episode Zero and used one of Wily's many decoy robots to impersonate him during the events of the game.
Make a Good Mega Man Level 3
Main Story
Dr. Regal makes his first physical appearance in the cutscene that plays after Mega Man collects his fifth Rank Badge, introducing himself to Mega Man and Doctors Light and Wily. Shortly after making his introduction, he attempts to erase Mega Man from existence using the Reality Core, only for his Reality Core to fail and turn into confetti, leaving him to teleport away in embarrassment.
Later cutscenes show Dr. Regal generally being inept at villainy. His second appearance comes after Mega Man collects nine Rank Badges, where he appears in front of the Victor Heights Inn riding his flying throne, claiming that he's "re-invented" himself only to be mocked by Mega Man and the two doctors, giving up his "new look" when it fails to have an impact. Dr. Regal announces his plans to sabotage Dr. Wily's tournament by sending spy robots to infiltrate it, only for one of Wily's Sniper Joes to reveal that this infiltration scheme failed due to Regal purchasing low-quality robots that all shut down before the operation could even begin.
At 13 Ranks, Regal (who is shown wandering Pine Forest dejected after his plans all failed) attempts to convince Cerberus Man to join him, only to get attacked by the Robot Master in disgust. He then attempts to manipulate Element Man into joining him and fails, enraging Element Man in the process. While telling Element Man to get away, Dr. Regal has a flash of "brilliance" and begins a new scheme to kidnap Mega Man's loved ones.
After collecting all 15 Ranks, Dr. Light alerts Mega Man and Wily to Regal's latest scheme, in which he left Mega Man a taunting limerick claiming he kidnapped Mega Man's friends and family - although, as Light confirms, Regal didn't. When Mega Man confronts Dr. Regal, he reveals that he's kidnapped who he believes to be Mega Man's three closest companions: a blue Pipi, a crudely-drawn cardboard cutout of Eddie, and Princess (much to her annoyance). Regal threatens to brainwash them into being his evil minions that he'll use to launch a global offensive to defame Mega Man, but is cut off by the arrival of Dr. Wily in his Wily Jet. Enraged by this turn of events, Regal hops onto his throne and taunts Mega Man, but quickly flees when the Blue Bomber attempts to shoot him out of his throne to his Regal Fortress. Mega Man and Dr. Wily team up to destroy the Regal Fortress, succeeding in destroying it, albeit leaving Mega Man temporarily stranded until Dr. Wily can pick him up.
While Mega Man is waiting for Wily, Dr. Regal attempts to ambush him using his Regal Machine, "criticizing" Mega Man and Dr. Wily for teaming up against him and firing a portal-creating beam over Mega Man's head. Mega Man fights the Regal Machine, inevitably destroying it as Regal prepares to confront him in his Regal Capsule. This confrontation is cut short by Wily arriving and blasting his Capsule with the Wily Jet's laser cannon, causing Dr. Regal to fall into the portal he created and get spit out, being launched screaming to parts unknown, marking his defeat and removal from the rest of the main storyline.
Post-game Story
After collecting all 242 Energy Elements from the base Tiers, the head of the Wily decoy appears at the Victor Heights Inn, placed there by Dr. Regal to lure Mega Man there so he can gloat about his latest plan: to unleash an ancient evil from the Grey Isles that he'll use to spread evil and chaos across the world. Mega Man chases after him, using public transportation to travel to the Grey Isles. After conquering the trials of the Isles, Mega Man attempts to talk Dr. Regal out of his plans, but fails as Regal heads into the Shrine of Nebula to continue his scheme.
Arriving at the inner sanctum of the Shrine, Dr. Regal rants at Mega Man for spoiling all of his plans before revealing the sarcophagus of Nebula Grey, an incarnation of hatred who was sealed away millennia ago. Regal uses his staff to break the chains keeping the sarcophagus sealed, awakening the Pillar of Nebula, who is sufficiently roused by Mega Man's battle to awaken the main body of Nebula Grey. Unfortunately for Dr. Regal, Nebula Grey announces to both him and Mega Man that he's renounced evil due to having exposed himself to human culture via radio broadcasts, causing Regal to start having a tantrum. Nebula Grey offers to put on a show of performative evil for Dr. Regal as thanks for unsealing him, but Nebula having no plans to spread evil across the world like he used to causes Regal to break down even further, leading Nebula to teleport him away to the front door of the Shrine (for his safety, as Nebula Grey needs to duel Mega Man to burn off his excess Dark Power). After their duel, Nebula Grey notes that Dr. Regal left the island in tears, unable to cope with his latest failure, with Grey reflecting that Regal's attempts at villainy are always doomed to fail due to lacking the passion to commit to them, seemingly only trying to do evil acts for their own sake.
Trivia
- While in Battle Network canon, Dr. Regal is the son of Dr. Wily, that isn't the case for the MaGMML series as Dr. Wily admits to having no children.
- The throne that Dr. Regal rides around in during cutscenes is based on LaserMan.EXE, Regal's signature NetNavi.
- The head of Regal's staff appears to be based on Hypno Woman, an original Robot Master from Mega Man: Fully Charged.
