Nebula Grey is a powerful, evil entity who originally appeared as the final boss of Mega Man Battle Network 5. A reimagined iteration of Nebula Grey appears in Make a Good Mega Man Level 3; instead of a program created by Dr. Regal using Dark Power, he is depicted as an ancient, world-destroying alien entity that was sealed away on the Grey Isles 50,000 years ago.
Unsealing Nebula Grey is Dr. Regal's goal during the postgame of MaGMML3, and his search brings both him and Mega Man to the deepest part of the Shrine of Nebula. Regal succeeds in releasing Nebula Grey, but shortly after awakening, it is revealed that after learning of human culture through radio waves, he significantly mellowed out and abandoned his former ways; thus, he refuses to help Regal due to his changed perception of humans. Nebula Grey is fought as the true final boss of the game, when the Shrine's security systems activate and trap both him and Mega Man, forcing Nebula Grey to burn off Dark Power to disable it for a time. After his defeat, he transforms into a smaller, humanoid form, and can be found as an NPC in the main fifteen Tiers.
