Tier 9 is located in the main hub, accessible by either going left at Light Labs or right past the Pit of Pits. It is the only tier that is part of the hub instead of being accessed from it, meaning that you will be teleported directly to it. It is a grassy area resembling the rest of the hub, complete with signs and stands. It has Spark Man and Tomahawk Man platforms, as well as balloons that have to be popped for a challenge.
This Tier contains the levels ranked 18th to 11th.

Secrets
Volt Man is hidden on the top left corner of the tier. To access him, you must use Rush Jet or Super Arrow from the platform with Butter Nezumi's teleporter.
Trivia
- The Tier 9 hub is one of the three hubs that is capable of killing Mega Man. If the player stands underneath the Spark Man platform, they will be crushed to death.
- Tier 9 is the first tier where every stage has a Noble Nickel.
- Tier 9 contains the highest-ranked level to feature a skip teleporter, Sector Upsilon 6. The next lower one is Poorly Named Level in Tier 4.
- Dr. Cossack can be found blocking access to Rad Gravity when the game is played with two players or more, stating that the simulation is "a bit sensitive and could not handle more than one person at once", due to the gimmick of the stage.
